I got hit by a cyclist in London. I was walking on the pavement next to the cycling lane. She lost her balance and almost fell. She shouted at me telling me to watch where I was going. Cyclists in London seem to always speeding and breaking traffic signals. Everyone else seemed to follow the rules. My hunch is that this is because of the lack of consequences. No licence plate means no fines.
People in my gated society in India don’t litter inside the society premises. There is a sense of ownership and the fear of being pointed out and fined. The same people litter the moment they step outside. Humans everywhere are driven by incentives.
